Value Chain & Climate-Smart Agriculture Specialist

Plan International is recruiting two Value Chain and Climate-Smart Agriculture Specialists for Tanzania to support the Advancing Gender Equality in Tanzania (PAMOJA) project, a World Bank-IDA financed initiative implemented by the Government of Tanzania through the Prime Minister's Office – Regional Administration and Local Government in collaboration with the Ministry of Community Development, Gender, Women and Special Groups. The PAMOJA project spans 40 district councils across 10 regions in Mainland Tanzania and 8 districts across 4 regions in Zanzibar, targeting approximately 7,500 Community Microfinance Groups predominantly led by women. Through a Train-the-Trainer model, the programme aims to equip these groups with governance, financial literacy and business skills while embedding climate-resilient practices into enterprise development.

The specialists will lead local market and value chain assessments within each district, identifying viable business opportunities, constraints and market linkages for women-led enterprises. They will embed climate-resilient investment and operating models tailored to specific sectors, including renewable energy integration, waste reduction, circular economy approaches and climate adaptation measures. The post-holders will contribute climate-smart business content to the dual-track training curriculum and Train-the-Trainer materials, advise teams on turning environmental and ecological constraints into sustainable business opportunities, and support mentorship and supervision activities with technical guidance on climate-resilient enterprise practices.

They will also support Community Microfinance Groups and Village Savings and Loan Associations in adopting Climate Smart Agriculture practices such as drip irrigation, rainwater harvesting and drought-tolerant seed varieties to increase productivity and strengthen resilience. Essential qualifications include a Bachelor's degree in agriculture, Agricultural Economics, Environmental Science, or Agribusiness, combined with a minimum of five years of experience identifying market linkages and implementing climate-resilient business practices. Candidates must demonstrate comparable consultancies since 2019 focused on value-added products and environmental sustainability within community-based economic programmes, the ability to turn environmental constraints into business opportunities, experience working in Zanzibar, and experience with the World Bank or other international organisations.
