About this role
The East, Central and Southern Africa Health Community (ECSA-HC) is seeking a Director of Finance to provide strategic financial leadership at its Secretariat in Arusha, Tanzania. This senior leadership role is responsible for overseeing all aspects of financial management, governance, and systems transformation across the organisation. The Director of Finance will lead resource mobilisation efforts, strengthen financial governance frameworks, manage multi-donor funding arrangements, and drive the digital transformation of financial systems to enhance operational efficiency and accountability. Core responsibilities include delivering strategic financial leadership to support ECSA-HC's programmatic mission across its member states, supporting resource mobilisation by developing funding proposals and engaging with bilateral and multilateral donors, establishing and maintaining robust financial governance policies and internal controls, overseeing comprehensive financial management for multiple donor-funded programmes ensuring compliance with varied reporting requirements, and spearheading the modernisation of financial systems through digital transformation initiatives.
The position requires a suitably qualified candidate with demonstrable experience in strategic financial leadership, preferably within an international or regional intergovernmental setting. Strong expertise in resource mobilisation, multi-donor financial management, and financial governance is essential. Candidates should possess the ability to lead digital transformation processes within finance functions. ECSA-HC is a regional health community comprising member states in East, Central, and Southern Africa, working to promote and protect the health of the peoples of the region through regional cooperation and harmonisation of health policies, programmes, and systems.
The Director of Finance will be based at the ECSA-HC Secretariat in Arusha, Tanzania, and will report to the Executive Secretary or equivalent senior management. The contract is offered on a full-time basis for an initial period of three years, renewable once subject to exceptional performance.
