About this role

IFC, the private sector arm of the World Bank Group, is seeking an Upstream Advisory Manager to lead its Manufacturing Services upstream and advisory work across Africa. The Manager will drive market creation, investment mobilization, and development impact by designing and implementing upstream interventions that unlock private sector participation in manufacturing, services, tourism, gas-for-power, and related sectors across the continent. The role sits at the intersection of strategy, business development, and stakeholder coordination, serving as a key member of the Africa M&S Management Team. Core responsibilities include formulating and executing upstream and advisory strategies aligned with World Bank Group priorities and IFC 3.0 objectives, leading and mentoring a joint Upstream and Advisory team, managing budgets and donor funding, and fostering collaboration across upstream, advisory, and investment functions.

The Manager will identify and advance upstream opportunities that attract co-investors, sponsors, donors, DFIs, and other partners, develop scalable platforms and programmatic approaches for resource mobilization, and improve investment conditions through sector reforms and market development. Tracking upstream mobilization outcomes, including partner commitments, co-financing, and private capital enabled, is a key performance area. The role requires substantial experience in private sector development, investment, or advisory services, typically 8 to 12 years in emerging markets with a strong track record in Africa, including demonstrated ability to lead teams and deliver measurable results. Deep knowledge of African markets and the Manufacturing Services sector, covering manufacturing competitiveness, tourism, energy, and value chain development, is essential.

Strong analytical, communication, and stakeholder management skills are needed to engage effectively with governments, regulators, sponsors, investors, industry associations, and development partners. The Manager will collaborate closely with Regional Industry Managers, Global Industry teams, World Bank counterparts, and MIGA. This is a full-time position based in Cairo, Accra, or Dar es Salaam, with regional travel expected. Applications close on August 6, 2026.
