National Project Officer, Enterprise

About this role

The ILO is recruiting a National Project Officer for Enterprise to support the implementation of Pillar 2 of the PROSPECTS Partnership, a multi-year programme funded by the Government of the Netherlands that brings together the ILO, World Bank, IFC, UNICEF, and UNHCR to promote inclusive job creation and education for refugees and host communities across eight countries in East Africa, the Horn of Africa, and the Middle East. In Kenya, the programme operates in refugee hosting counties with national policy interventions, and the ILO is technically responsible for livelihoods and employment outcomes achieved through entrepreneurship support, market systems development, and financial inclusion. The National Project Officer will support the delivery of project activities targeting sustainable job creation for refugees and host communities through enterprise development.

The officer will execute technical tasks in line with the project document, prepare budget estimates and monitor resource utilisation, and facilitate cooperation with PROSPECTS partner agencies, implementing partners, ILO constituents (employers organisations, workers organisations, and government), and key displacement actors to ensure smooth delivery of project activities. The role involves supporting partners in interpreting technical and implementation guidelines across enterprise thematic areas, promoting gender equality and non-discrimination throughout all interventions, and identifying capacity gaps within partners for institutional strengthening. The officer will document contextual changes and impact stories, review partner workplans and reports for quality assurance, track deliverables, support training programmes and workshops, conduct field missions, and draft communications materials.

The incumbent will work under the overall guidance of the PROSPECTS Chief Technical Advisor and report directly to the National Programme Coordinator for employment, in close collaboration with the Dar es Salaam Country Office programme unit and ILO regional and headquarters specialists. Candidates must hold a first level university degree in economics, social sciences, development, or another relevant discipline, with a master’s degree considered an asset.
