Technical Director, Monitoring & Evaluation
About this role
Jhpiego is recruiting a Technical Director for Monitoring, Evaluation, and Learning to lead the MEL function of the AFGHS-Jhpiego project, a U.S. Department of State funded initiative supporting maternal, newborn and child health and malaria services across Mainland Tanzania and Zanzibar. The post is based in Dar es Salaam on a full-time local employment contract. The Director sets the strategic and technical direction for the project's MEL agenda, developing the MEL plan, indicator framework, data systems and results verification processes that track performance against contractual milestones.
Day to day, the role involves overseeing routine performance monitoring, data quality assurance and analysis, and translating findings into actionable recommendations for project leadership. The post-holder runs the project learning agenda, facilitating performance reviews, pause-and-reflect sessions and root-cause analysis, and commissions evaluations and implementation research. Much of the work involves partnering with government counterparts to strengthen national and subnational information systems and data-use mechanisms rather than building parallel structures, transferring MEL functions into government ownership. The Director also serves as the principal MEL focal point for project leadership, the donor, government and partners, leads results reporting, and supervises and mentors the MEL team.
Candidates must hold a degree in monitoring and evaluation, biostatistics, health informatics, data science, computer science, digital health or a related field, with a master's degree preferred, plus at least ten years of responsible experience in monitoring, evaluation, research and performance management, five of them in senior management. Experience with data visualisation tools such as Power BI, familiarity with Tanzania's health system and its MNCH and malaria reporting tools, and knowledge of U.S. Government reporting requirements are required. Preferred qualifications include strong written and oral communication in English and Kiswahili and willingness to travel up to 25 to 30 percent.
Jhpiego offers competitive salaries and a comprehensive employee benefits package, and applications close on 15 October 2026 via www.jhpiego.org/careers.
