Senior Technical Officer, HTS and Prevention

FHI 360, through its EpiC project in Tanzania, is hiring a Senior Technical Officer to lead HIV prevention and HIV testing services (HTS) interventions in Dar es Salaam. The role supports HIV self-testing, Social Network Strategy, pre-exposure prophylaxis, demand creation, and integration of non-communicable disease screening into HIV and other public health delivery platforms, particularly in Police and Prisons and public health facilities. The officer collaborates with the Ministry of Health, regional and council health teams, facilities, civil society organizations, and implementing partners, offering technical oversight, capacity strengthening, and quality improvement support. Responsibilities include technical planning and monitoring; staff mentoring and supervision; dissemination of guidelines; quality assurance for HIV testing; linkage of newly diagnosed clients to care; and integration of NCD screening, referral, and basic management.
The officer also convenes regional performance reviews to support the first 95 targets, contributes to data collection and quality assessments, develops job aids and training materials, and provides input to work plans, budgets, and donor reports. Candidates need a degree in medicine or nursing with relevant registration and at least six years of experience in HIV prevention, HTS, public health, or related programs, including implementing HTS, HIVST, SNS, and PrEP. Demonstrated experience with the Ministry of Health and donor-funded projects, technical assistance, capacity building, data-driven quality improvement, and stakeholder collaboration is required. An MPH and proposal development experience are desirable.
FHI 360 is a global development organization; this full-time role reports to the Senior Technical Advisor for Clinical Services and includes 10 to 25 percent domestic travel. The annual basic salary range is TZS 68,000,000 to TZS 90,000,000, plus a competitive benefits package.
