About this role
The Recovery and Reform Support Team at the Ministry of Economy, Environment and Agriculture of Ukraine is a group of consultants providing targeted technical assistance to the Ukrainian Ministry for the development and implementation of priority reforms. The RST operates as a component of the Ukraine Recovery and Reform Architecture programme. This is a full-time consultant position based in Tanzania that reports to the URA Programme Director, with possible travel to Kyiv as required. The Senior Project Manager will coordinate the delivery of technical assistance across labour market reform initiatives, maintaining productive relationships with the European Bank for Reconstruction and Development and European Union counterparts.
Day-to-day responsibilities include overseeing project timelines and deliverables, monitoring progress against reform milestones, and ensuring all activities comply with EU technical cooperation standards and procedural requirements. The post-holder will manage stakeholder expectations and contribute to strategic planning within the URA framework. Candidates must hold a master's degree or equivalent in economics, public policy, international development, or a related discipline, accompanied by five to seven years of professional experience managing donor-funded technical assistance assignments in public sector reform or economic development contexts. Proven analytical capabilities and prior experience supporting government ministries are essential.
Knowledge of Ukrainian institutions or reform processes in Eastern Europe would be advantageous but is not mandatory. The EEAS Recovery and Reform Support Team sits within the broader Ukraine Recovery and Reform Architecture programme, a comprehensive technical assistance initiative co-deployed by the European Bank for Reconstruction and Development and the European Union to support critical recovery and institutional reform processes in Ukraine.
