Private Sector Engagement Expert

Enabel, the Belgian Agency for International Cooperation, is seeking a Private Sector Engagement Expert for its Tanzania country office in Dar es Salaam. With over 20 years of experience and approximately 2,300 staff managing around 200 projects across Europe, Africa, and the Middle East, Enabel has been present in Tanzania since 1982, focusing on gender and education, technical and vocational education and training, employment and entrepreneurship, circular economy and green growth, and urban development. This role is central to strengthening Enabel Tanzania's partnerships ecosystem by designing and operationalizing a structured approach to private sector engagement and partnerships. Core responsibilities include designing and implementing a partnerships strategy for 2026 to 2028 targeting non-traditional donors and private sector actors, identifying and mapping strategic partners across regions, and building a robust partnerships pipeline.
The expert will drive private sector engagement across the project portfolio, supporting teams to design and set up partnerships with Belgian, European, and Tanzanian actors in areas including gender, education, TVET, employment, circular economy, urban development, port development, green mobility, agriculture, digital, and critical raw minerals. Responsibilities also encompass advancing flagship projects such as Wezesha Binti and IncluCities, preparing MoUs, concept notes, and partnership proposals, coordinating due diligence processes, monitoring quarterly achievements, and building internal staff capacity on partnership tools and strategies. The position requires a Tanzanian national with a Master's degree in Business Administration, Economics, Development Studies, International Relations, Finance, or a related field, along with a minimum of seven years of experience in B2B partnerships development, private sector engagement, business development, or resource mobilisation. Fluency in English and Swahili is required.
The expert will work closely with the Country Director, Program Manager, Project Managers, and thematic experts in Tanzania, with regular missions coordinated through the Brussels office. Enabel offers a competitive salary package including health care insurance, a 13th and 14th month salary, a seniority allowance, and, where applicable, a school fees allowance.
