About this role

UNOPS is hiring a Partnerships Specialist for its East and Southern Africa Multi Country Office in Dar es Salaam, covering Tanzania, Kenya and Uganda. Reporting to the Multi Country Office Director, the post holder mobilises resources, expands the country office portfolio and strengthens UNOPS positioning by building relationships with governments, UN agencies, donors and other stakeholders. The specialist develops and implements partnership development and communications plans, analyses the national development landscape, identifies growth and pipeline opportunities, drafts concept notes and project briefs, negotiates proposals and agreements, participates in inter-agency and donor coordination meetings, and provides strategic direction to communications and partnership personnel. The role also supports knowledge management, shares best practices and helps project managers strengthen partnership and negotiation skills.

Required qualifications are a Master's degree in Business Administration, Public Administration, International Development, Engineering, Political Science, Communications or International Relations, plus at least five years of experience in international development, including developing and executing partnership and communications plans, project development and proposal writing, negotiating with international financial institutions and multilateral development banks, and establishing partnerships with UN agencies, governments, foundations, INGOs or the private sector. A Bachelor's degree with two additional years of relevant experience may be accepted in lieu of the Master's. Prior work in international organisations and in post-disaster or emergency contexts is required, and fluency in English is mandatory. Desirable experience includes project or programme management and providing strategic oversight to communications, advocacy or visibility activities.

This position sits in UNOPS East and Southern Africa, which supports fourteen countries including Tanzania; the Africa Regional Office in Nairobi oversees over 250 projects across 40 countries. The contract is a full-time regular Individual Contractor Agreement at IICA 2 level, open ended subject to organisational requirements, availability of funds and satisfactory performance.
