About this role

World Vision is recruiting a MEL Manager for the Faith and Community Initiative (FCI) in Tanzania, a donor-funded health programme, based in Dar es Salaam. The post holder will lead country MEL system design and implementation, including developing results frameworks, indicator matrices, data-flow diagrams, and reporting calendars aligned with the global FCI MEL framework and Tanzania's national health-information systems. Core responsibilities include managing performance dashboards and scorecards, leading data use and adaptive learning meetings, and integrating MEL into work planning and budgets from inception. The manager will coordinate data collection, cleaning, analysis and reporting, conduct routine data quality assessments, and support donor and government reporting, including DATIM or applicable GHSD systems.

They will align country MEL with national HMIS/DHIS2 systems, support interoperability and referral tracking, and strengthen capacity of MEL staff, consortium members, health facilities and faith-based partners through training and mentoring. The role also covers learning, evaluation and research, documenting innovations and supporting studies, evaluations and operational research. Required qualifications include a bachelor's degree in Medicine, Epidemiology, Statistics, Biostatistics, Public Health, Health Informatics, Data Science or a related field, with a minimum of eight years of progressively responsible MEL experience on donor-funded health or development programmes. At least five years in a senior MEL or data-management role on large multi-partner health programmes is preferred, along with strong practical experience with Tanzania's HMIS/DHIS2, familiarity with statistical and dashboard packages, and experience building MEL capacity.

Excellent English and Kiswahili communication skills are required. A master's degree in a related discipline, experience with HIV/TB information systems, PEPFAR/GHSD reporting, DATIM, GIS/geospatial analysis and faith-based networks are desirable. World Vision is a Christian humanitarian organisation focused on helping vulnerable children; the role is contingent upon award and donor approval, offered as a local fixed-term employee contract.
