Consultant, NPA-VAWC II Development Partner Mapping

UNFPA Tanzania is hiring a local consultant to produce an in-depth mapping of development partner support for the second National Plan of Action to End Violence Against Women and Children (NPA-VAWC II), an exercise intended to strengthen coordination by the Development Partners Group-Gender Equality (DPG-GE). The consultant will identify actors supporting NPA-VAWC II and map their work across all eight thematic areas nationally and in four sample regions, covering geographic reach, target groups, implementation periods, funding sources and delivery modalities. The mapping will distinguish coordination, capacity building and direct programming support, examine budgets and timelines to reveal gaps, overlaps and sustainability risks, and cover coordination structures, duty bearers and services to rights holders at sub-national level. Deliverables include an inception report, a draft mapping report, a validation workshop and a final report with a searchable partner matrix in Excel or PowerBI.

An advanced degree in gender studies, development economics, social sciences or statistics is required, along with at least five years in Tanzania's gender sector, proven donor coordination or landscape mapping experience, knowledge of national and sub-national coordination structures and government institutions, and strong data analysis and visualisation skills. GIS or PowerBI experience is desirable, and excellent English and Swahili are required. UNFPA is the United Nations agency focusing on ending unmet need for family planning, preventable maternal deaths, gender-based violence and harmful practices, and adapting to demographic change. This part-time, home-based consultancy will take 30 working days from September to November 2026 and involve travel to four regions for validation.

The consultant reports to the UNFPA Program Analyst for GBV with technical guidance from DPG-GE, and submits deliverables electronically. Payment is made in two stages, 40 percent on approval of the inception report and 60 percent on submission of the final report. Applications are due by 25 September 2026.
