Compliance Officer
About this role
Jhpiego, a Johns Hopkins University affiliate, is seeking a Compliance Officer based in Dar es Salaam, Tanzania, to support the organization's country programmes by identifying risks, assessing internal controls, and ensuring adherence to donor, organizational, and legal requirements. The Compliance Officer works under the Compliance Manager and partners with stakeholders across procurement, inventory management, subrecipient monitoring, project compliance, and financial management. Responsibilities include verifying that projects comply with US donor rules, organizational policies, and applicable host country laws through desk reviews and spot checks; identifying and managing project-specific risks and implementing mitigation plans; reviewing QuickBooks transactions to ensure correct cost allocation; developing an annual compliance review work plan; performing and documenting subrecipient monitoring visits; maintaining Jhpiego's subrecipient oversight programme; reducing fraud risk through active monitoring; supporting project closeout; reporting on compliance recommendations; leading special investigations; and training staff on best practices and compliance policies.
Candidates should hold a bachelor's degree in accounting or a related field, be a Certified Public Accountant (CPA), have at least seven years of internal or external audit experience, and possess international work experience in developing countries with an NGO or grant-related entity. Knowledge of US government donor rules and regulations is required, along with willingness to travel within Tanzania. Ideally, candidates also have strong interpersonal skills and can present information effectively to senior management and project managers.
