Finance Officer, Mobile Money Disbursements

World Vision is seeking a qualified Finance Officer to manage mobile money disbursements and cash operations for its donor-funded programmes in Tanzania. This role forms a critical part of the finance team, ensuring that payments to beneficiaries are processed accurately and on time through mobile money platforms. The position reports into the finance function at the Tanzania country office and requires someone who can balance operational accuracy with strong interpersonal skills for field-level engagement. The primary responsibilities centre on processing mobile money disbursements daily, reviewing payment schedules to confirm they are fully supported with proper documentation before transactions are initiated, and guaranteeing that all payments are uploaded to the platform without delay.
The Finance Officer will reprocess rollbacks or failed transactions following established policy, confirm that all payments are created and approved in the system prior to disbursement, and carry out weekly reconciliations of mobile money transactions to detect and resolve discrepancies. Documentation must be properly filed or stored per the retention policy, and sufficient mobile money float must be maintained to support ongoing disbursements. Additional duties include providing trend analysis on mobile money usage and beneficiary payment patterns, monitoring for unusual transaction patterns and escalating potential fraud cases, supporting mobile money audits and investigations with reconciled data, and contributing to risk assessments. The role also involves training field staff and finance officers on mobile money procedures and fraud prevention, creating standard operating procedures, and collaborating with programme teams to verify beneficiary lists prior to disbursements.
The minimum qualification required is a bachelor's degree in accounting or business administration, with a minimum of two years of relevant experience in finance or accounting, preferably with NGOs managing donor-funded projects. Professional certification such as CPA is an added advantage, as are Sun-systems skills and advanced proficiency in Excel, PowerPoint, and Word. Strong planning, organisational, and customer care skills are essential.
