Finance Officer, Grants/Contracts and Projects

The Southern African Development Community (SADC) Secretariat in Gaborone, Botswana, is hiring a Finance Officer for Grants/Contracts and Projects, full time at job grade 6. The post holder will ensure efficient, effective and transparent financial administration, accounting and reporting of programme and project funds, in line with ICP requirements, SADC financial regulations and sound financial management principles. Responsibilities include budgeting and variance analysis; reviewing commitments, purchase orders, procurement decisions and payment requests for donor compliance; monitoring project expenditure; investigating overruns; supporting grant beneficiaries on financial management; preparing financial reports and reconciliations; managing cash flow and forecasts; coordinating audits; implementing internal controls; supervising team members; and ensuring financial closure of projects, disposal of assets and follow-up on auditor recommendations. Candidates need at least a degree in accounting or finance, a professional accountancy certification such as BICA, ACCA, CIMA, ICAEW, ICAS or ACPA, knowledge of IPSAS, proficiency with systems such as Sunsystems, Vision, Pastel, SAP or Oracle, and at least seven years in a similar position.

A master's degree, knowledge of IAS and IFRS, and experience on regional or international development projects are desirable. SADC is a regional economic community of sixteen member states spanning southern Africa, with around 340 million people. The Secretariat invites citizens of eligible member states, including Tanzania, to apply. The appointment is a fixed term of four years, renewable twice, with a six-month probation, satisfactory performance and a retirement age of 60; applicants must generally be 52 or younger.
