Action Against Hunger (ACF) Tanzania is recruiting a Finance Officer to be based in Dar es Salaam, reporting to the Finance and Administration Manager. The successful candidate will be responsible for leading accountancy, reporting, and managing cash, mobile money, and banking transactions for the country office. S/He will review transaction vouchers, manage financial documentation, ensure compliance with donor, organisational, and statutory requirements, and conduct capacity building training. Core responsibilities include processing and reviewing payments to ensure completeness, accuracy, and compliance with ACF and donor requirements, while verifying supporting documentation, coding, approvals, and budget availability before payment processing.
The role requires timely recording of financial transactions in the accounting system, supporting monthly, quarterly, and annual financial closing processes, and maintaining proper filing and archiving of financial documents in both physical and electronic formats. The Finance Officer monitors accounts receivable and payable, ensures timely settlement of monthly bills, and manages statutory deductions including PAYE, NSSF, WCF, and SDL. Treasury responsibilities encompass preparing monthly cash forecasts and liquidity plans, monitoring bank balances and cash requirements, processing bank transfers and mobile money payments, and conducting bank reconciliations with prompt resolution of discrepancies. The role further ensures efficient cash flow management across country and field offices.
Budget monitoring requires ensuring compliance with ACF financial policies, donor regulations, and Tanzanian statutory requirements through routine compliance reviews and spot checks. The role strengthens internal control systems, monitors implementation of audit recommendations, promotes fraud prevention and ethical financial management, and manages filing, document retrieval, and retention for internal, external, donor, and statutory audits. Partner financial management includes reviewing partner reports, conducting monitoring visits, and supporting financial capacity strengthening of local partners. The ideal candidate will hold a degree in Finance or Accounting with three to five years of experience in NGO financial management and proficiency in SUNSystems or similar accounting software.
Strong analytical capabilities and financial reporting skills are essential.
