Climate Programme and Partnership Manager

The UK Foreign, Commonwealth and Development Office (FCDO), through the British High Commission in Dar es Salaam, is hiring a Climate Programme and Partnership Manager. One of five programme and partnership manager roles in the mission, this position sits within the Climate Team and responds to the shrinking UK bilateral ODA budget in Tanzania. The job holder will lead the management of funding for climate interventions, applying the FCDO Programme Operating Framework across the full programme cycle of mobilisation, delivery, contract management and closure. Day-to-day tasks include financial management, partner and supplier engagement, due diligence and risk monitoring, results data collection through field visits, and formal programme reviews.

The manager will also support the portfolio business case and new delivery model, upload project data to FCDO systems, help close bilateral trade and infrastructure programmes by summer 2027, and integrate climate support into future programming. A significant part of the work is convening and building partnerships with the World Bank, IMF, government, civil society and the private sector to mobilise finance and broader UK expertise. Essential criteria include excellent communication, proven programme leadership, financial literacy, value-for-money focus and relationship-building ability. Desirable experience includes using FCDO systems such as AMP and HERA, familiarity with multiple delivery modalities, and climate-sector work.

The work is guided by the Foreign Secretary's priorities and the British High Commission's 2026-29 Country Plan, with Tanzania a focal country for growth, resilience, development and climate. This fixed-term Higher Executive Officer post, with possible renewal, is based in Dar es Salaam for 35.5 hours weekly and starts on 1 December 2026. Locally engaged staff are subject to Tanzanian law, and successful candidates must obtain required permits and pass security clearance. Compensation is a monthly base salary subject to tax and statutory deductions, and training is supported.
