Senior Consultant, Climate Finance & Investment

Oxford Policy Management (OPM) is recruiting a Senior Consultant for its Climate Policy and Finance team, a permanent full-time position open to candidates based in one of its offices including Dar es Salaam, Tanzania. The consultant will design and deliver advisory and technical implementation support on blended finance, climate and disaster risk finance and insurance, green and sustainable finance, private investment mobilisation, and inclusive enterprise development. Core responsibilities include leading consulting assignments, acting as project director or manager on selected projects, supporting financeable and investable pipeline development for MSMEs and start-ups, and providing analytical and implementation support to governments, donors, development finance institutions, financial institutions, and investors. The post-holder will also play a major role in business development, including bid preparation, partnership building, and capture planning, while managing strategic relationships and representing OPM externally.
Line management of one direct report and contribution to team learning are also expected. Candidates need more than 10 years of relevant professional experience in climate finance, impact investing, structured finance, banking, catastrophe insurance, or financial-sector development, with experience in emerging and frontier markets. A strong understanding of blended finance mechanisms and a track record in technical delivery and successful tenders are required. Desirable experience includes climate and disaster risk finance, adaptation finance, sustainable finance, private-sector development, market systems, and MSME access to finance.
