Associate Officer, Blue Economy & Climate Financing

UNRCO is seeking an Associate Officer for Blue Economy and Climate Financing to support the Zanzibar Joint Program, a multi-sectoral initiative that aims to reduce poverty and vulnerabilities in Unguja and Pemba Kaskazini through systems strengthening. The post holder will work under the direct supervision of the UN Area Coordinator and provide support across programme implementation, resource mobilization and innovative financing, coordination and partnerships, monitoring and reporting, and knowledge management. Responsibilities include implementing activities and climate-resilient technologies in priority value chains such as seaweed and marine-based livelihoods, mainstreaming gender equality and inclusion, and supporting basket funds, pooled funding, blended finance and pass-through modalities such as SDG Fund mechanisms.

The Associate Officer will also engage financial institutions to improve access to finance for MSMEs, farmers and marine value chain actors, contribute to financing proposals, coordinate among participating UN organizations and government bodies, and support the programme's monitoring, evaluation and learning framework. Candidates should demonstrate experience in multi-sectoral programme implementation and coordination, in innovative financing approaches such as blended finance and pooled funds, and in blue economy initiatives, sustainable livelihoods or seaweed value chain development. Skills in programme support, stakeholder engagement, communication, report writing and ICT are required.

Previous volunteer experience or exposure to another culture is highly regarded. The Zanzibar Joint Program involves 12 participating UN agencies and aligns with the Subnational Financing Solution joint program, which aims to make the seaweed sector a driver of inclusive rural economic development for 15,000 farming households by 2028, as well as with ZADEP 2022-2027, Vision 2050 and the SDGs. The UN Resident Coordinator in Tanzania leads the UN country team of 23 agencies, and this United Nations Volunteers assignment is hosted by UNRCO in the United Republic of Tanzania.
