About this role
The World Bank is recruiting an Extended Term Consultant, Skills Development and Jobs Specialist, to join its Tanzania Education team in Dar es Salaam. The consultant will provide technical and operational support to the Task Team Leader and work with government counterparts, training institutions, private sector partners, and other World Bank Group teams to advance the country's skills and jobs agenda. The post-holder will support implementation and supervision of the Second Education and Skills for Productive Jobs Program (ESPJ-II), a US$300 million Program-for-Results operation. Core duties include coordinating with the Ministry of Education, Science and Technology and implementing agencies; monitoring progress against work plans, Disbursement-Linked Indicators, results indicators, and institutional reforms; identifying bottlenecks and supporting their resolution; and preparing inputs for implementation support missions, operational reviews, aide-memoires, progress reports, and management briefs.
The consultant will also help counterparts strengthen institutional coordination, implementation planning, monitoring, and results reporting. Collaboration with fiduciary, environmental and social specialists is expected. A second workstream focuses on partnerships linked to priority economic sectors. The consultant will engage government, industry, and private sector stakeholders to identify workforce needs and skills opportunities arising from investments in energy, agriculture, mining, transport, and other sectors.
This involves coordinating with World Bank teams in Energy, Agriculture, Mining, Transport, Social Protection and Jobs, and the International Finance Corporation, and supporting Mission 300, AgriConnect, mining value chains, and Central Corridor work. The role also involves developing partnerships between training institutions, employers, industry associations, and investors to improve industry-aligned training, apprenticeships, internships, certification, and employment pathways. The consultant will support policy dialogue with MoEST, NACTVET, and VETA and contribute to Tanzania's National Skills Development Strategy. The source lists no separate qualifications, compensation, or benefits.
The contract is full time in Dar es Salaam. Applications close on 3 November 2026.
