Regenerative Blue Economy Incubation Programme

The International Union for Conservation of Nature (IUCN) Tanzania Country Office is seeking an experienced incubation firm or institution to manage a Community Regenerative Blue Economy Incubation (BEI) Programme under Component 1 of the Pamoja Tuhifadhi Bahari Yetu Project. The selected firm will review, refine, and operationalise the BEI programme, which is designed to support 18 community-based organisations (CBOs) engaged in blue economy enterprises across Tanzania's coastal seascapes, including seaweed farming and value addition, crab fattening, fish farming, sea cucumber farming, eco-tourism, mangrove restoration, and fish processing. The consultancy will provide entrepreneurship training, business plan development, and ongoing technical and market support to accelerate and upscale these community-led blue economy ventures, with a focus on generating economic benefits for women and youth while strengthening marine and coastal conservation outcomes. The firm will produce an inception report by August 2026, three quarterly progress reports through May 2027, and a consolidated final report by August 2027, managing the full cycle of incubation support for all 18 CBOs.

Eligible firms or institutions must hold an advanced degree (Masters or PhD) in Business Management, Entrepreneurship, Environmental Science, Climate Change, Biodiversity Conservation, Natural Resource Management, or a related field. A minimum of ten years of experience in community economy incubation support and management or sustainable business development is required, with demonstrated expertise in gender-responsive approaches, incubator design, entrepreneurship support, and policy advisory. Strong knowledge of Tanzania's coastal and marine sectors, experience conducting technical and financial assessments, and fluency in both English and Swahili are also essential. IUCN, the world's largest and most diverse environmental network with over 1,400 member organisations and 15,000 experts, is managing this consultancy through its Tanzania office.

4 million euros, implemented across Mtwara, Lindi, Coast, and Dar es Salaam regions on mainland Tanzania and Unguja Island in Zanzibar. The contract will be evaluated on a 70% technical and 30% financial weighted scoring basis.
