About this role

Jhpiego, a Johns Hopkins University affiliate, seeks a Compliance Officer in Dar es Salaam for a full-time position. Working with all stakeholders and with support and oversight of the Compliance Manager, the officer will identify risks that hinder the achievement of Jhpiego's objectives, assess the adequacy of internal control systems, and recommend appropriate improvements. The responsibilities include reviewing QuickBooks transactions to ensure correct charging to projects, flagging wrong charges, disallowed costs, and deviations from monthly projections, and developing an annual compliance review work plan. The officer will also perform desk reviews and spot checks to verify that projects comply with donor rules and regulations, applicable organizational policies, and pertinent U.S.

and host country laws. Other duties include conducting and documenting monitoring visits to subrecipients, maintaining Jhpiego's program for subrecipient oversight, reducing fraud through active monitoring and review of project practices, supporting project closeout, leading special investigations, and contributing to country-level compliance training. Candidates must hold a bachelor's degree in accounting or a related field, be a Certified Public Accountant, and have seven or more years of internal or external audit experience. International work experience in developing countries with an NGO or grant-related entity, willingness to travel within Tanzania, and knowledge of U.S.

government donor rules are required. Strong interpersonal skills and the ability to present information effectively to senior management and project managers are preferred. Jhpiego's Tanzania country program will rely on this position for compliance guidance in procurement, inventory management, subrecipient monitoring, project compliance, and financial management, with immediate reporting of gross misconduct or suspected fraud to the Country Director, Chief Financial Officer, and Human Resources Director.
