Climate Programme and Partnership Manager

About this role

The British Government, through the Foreign, Commonwealth and Development Office at the British High Commission in Dar es Salaam, is recruiting a Climate Programme and Partnership Manager at Higher Executive Officer level. The post holder will manage the United Kingdom's bilateral climate portfolio in Tanzania at a time when the ODA budget is reducing, leading programme and partnership activities and deploying non-programme levers such as convening, influencing multilaterals and mobilising private sector finance. Day-to-day responsibilities include managing the full programme cycle in line with FCDO's Programme Operating Framework, covering financial management, supplier and contract management, due diligence, risk registers, fraud and safeguarding controls, results frameworks, theories of change and programme reviews.

The job holder will close the bilateral trade and infrastructure portfolios by summer 2027, capture lessons, support the new country portfolio business case and delivery model, and work with FCDO headquarters to shape centrally managed programmes in Tanzania. The role also involves partnering with the World Bank, IMF and other development partners, engaging civil society and the private sector, supporting government engagement, convening partners, and entering climate performance data into HERA, AMP and DevTracker. Candidates must be self-starters able to deliver at pace, with strong written and verbal communication, proven leadership across the programme cycle, financial literacy, value-for-money and commercial skills, and the ability to build relationships across government and development partners.

Desirable experience includes familiarity with FCDO's Programme Operating Framework and systems, multiple delivery modalities, a broad stakeholder base and prior work in the climate sector. The British High Commission offers a fixed-term, full-time contract of 35.5 hours per week with possible renewal and a monthly base salary subject to tax and statutory deductions; the start date is 1 December 2026.
