Team Leader - Business Development Services
About this role
Plan International Tanzania is seeking a Team Leader for Business Development Services to support the implementation of the PAMOJA project (Advancing Gender Equality in Tanzania), a World Bank-IDA financed initiative being delivered in partnership with the Government of Tanzania through the Prime Minister's Office - Regional Administration and Local Government and the Ministry of Community Development, Gender, Women and Special Groups. The PAMOJA project spans 40 district councils across 10 regions in Mainland Tanzania and 8 districts across 4 regions in Zanzibar, with the overarching goal of advancing women's economic empowerment and strengthening gender-based violence prevention and response services. At the core of the project is a capacity-building and Business Development Services programme designed to equip approximately 7,500 Community Microfinance Groups, predominantly women-led, with governance, financial literacy, and business skills needed to access sustainable financing. The Team Leader will be responsible and accountable for the technical quality and coherent delivery of the Business Development Services assignment across the eight target districts in Unguja and Pemba and ten regions in Mainland Tanzania.
The post-holder will lead the design and roll-out of the hybrid delivery model, direct a multidisciplinary team of key experts including specialists in Women's Economic Empowerment and Gender, Value Chain and Climate-Smart Agriculture, Financial Literacy and Cooperative Development, and Training, and serve as the principal point of contact between Plan International and the donor. The Team Leader will oversee market and value chain assessments to ensure recommended business models are commercially viable, climate-resilient and structured so that women retain ownership and decision-making power, and manage the mobilisation plan ensuring equal coverage across both islands. Accountabilities span project management, annual planning, ToT design for government and district focal points, risk management, safeguarding compliance, multi-million-dollar budget oversight, and partnership management with local government authorities.
