Senior Technical Officer, Demand Planning - HIV & TB

FHI 360

About this role

FHI 360 is recruiting a Senior Technical Officer for demand planning in HIV and tuberculosis, based in Dar es Salaam, Tanzania, on a full-time contract. The post sits within the organisation's systems strengthening and demand planning portfolio and reports to the Senior Technical Advisor, Systems Strengthening and Demand Planning. The holder provides technical support to Tanzania's National AIDS, STIs and Hepatitis Control Programme (NASHCOP) and the National TB and Leprosy Programme (NTLP) so that HIV and TB commodities are consistently available and efficiently managed. Day-to-day work includes leading quantification exercises, participating in bottom-up quantification and supply chain reviews, conducting pipeline analyses, tracking supplies, and identifying mitigation measures for supply chain risks.

The officer builds the capacity of government counterparts, frontline workers and other stakeholders in logistics, forecasting and evidence-based planning, and monitors performance milestones for demand planning activities. The role also involves drafting technical briefs, reports and guidance documents, mentoring junior staff, and contributing to business development through proposal writing, budgets and work plans for the procurement of antiretrovirals, diagnostics and other lifesaving commodities. Candidates must hold a master's degree or international equivalent in public health, pharmacy, laboratory science or a related field, plus at least six years of progressively responsible experience in national quantification for HIV/AIDS and TB commodities, demand planning or supply chain management. Demonstrated knowledge of Tanzania's health supply chain, proficiency with QAT, Quantimed, Quan TB and pipeline tools, experience with LMIS/eLMIS platforms, and fluency in both English and Kiswahili are required.

Experience working with NGOs, government ministries, implementing partners, donors or private organisations is also expected. Strong analytical, data interpretation, project management and stakeholder engagement skills are required, along with proficiency in the Microsoft Office Suite. The position involves a typical office environment with travel estimated at 10 to 25 percent of the time. FHI 360 offers a competitive benefits package and an annual basic salary expected in the range of TZS 68,000,000 to 90,000,000.
