Regional Technical Officer, Community Engagement, HIV

FHI 360

About this role

FHI 360 is recruiting a Regional Technical Officer for Community Engagement, HIV, based in Iringa, Tanzania, to provide technical and programmatic oversight of community and facility-based HIV interventions. The position strengthens linkage to care, antiretroviral treatment initiation, continuity of treatment, and re-engagement of adults, children, and adolescents, working within the EpiC project. The post-holder supports evidence-based strategies that improve ART linkage, retention, and re-engagement, and contributes to tools, materials, and standard operating procedures for community-based HIV service delivery. The officer helps build a strategic communication package that raises demand for HIV prevention, testing services, TB and STI care, sexual violence prevention, and treatment adherence.

The role also supports integrated HIV and TB service delivery alongside the EpiC TB officer and works closely with regional and district Community-Based HIV Service coordinators, community health workers, and facility care and treatment teams to ensure referrals, client follow-up, case management, and national tracking registers function properly. Additional duties include mentoring community health workers and civil society organisations, analysing ART retention data to recommend improvements, monitoring performance indicators, and preparing quarterly and annual reports and success stories. Candidates must hold a bachelor's degree in social sciences, public health, international development, communication, social work, education, gender, health, nutrition, research, or a related field, plus at least four years of progressively responsible experience in community-based health programming, including coordination of HIV prevention, care, and treatment interventions. Experience with NGOs, civil society organisations, community health workers, or government agencies is required, along with fluency in English and Swahili, strong analytical and data-use skills, and proficiency in Microsoft Office.

The role is full time, reports to the Senior Regional Technical Officer for Community Engagement, and involves 50 to 75 percent domestic travel. The annual basic salary range is TZS 52,000,000 to 65,000,000. Applications close on 24 October 2026.
