Regional Technical Officer, HTS and Prevention

FHI 360 is recruiting a Regional Technical Officer for HIV Testing Services and HIV Prevention based in Morogoro, Tanzania, working under the EpiC project. The position provides technical leadership and support for HIV prevention and testing interventions across supported regions, with a focus on reaching undiagnosed populations and strengthening service quality in Police and Prisons settings and public health facilities. The post-holder supports technical planning, implementation and monitoring of HIV testing services, HIV self-testing, Social Network Strategy, pre-exposure prophylaxis and demand creation, all aligned with national guidelines and global standards. They strengthen facility capacity to identify undiagnosed clients, including children and men, and to ensure timely linkage to care and treatment through Linkage Case Management.

Additional duties include promoting provider-initiated testing at all service points, integrating non-communicable disease screening and management for hypertension and diabetes into HIV, MNCH and differentiated service delivery models, and supporting quality assurance for HIV testing. The officer also supports routine data collection, data quality assessments, weekly performance reviews and continuous quality improvement, while collaborating with regional and council health management teams, the Ministry of Health, civil society organisations and other implementing partners. Candidates must hold a degree in medicine or nursing, or a related field with national registration, plus at least four years of experience in HIV prevention, HTS, public health or comparable programming, including demonstrated work with HIVST, SNS and PrEP. Experience with USG-funded projects, technical assistance, mentorship and data use for decision-making is required, while a master's degree in public health is an added advantage.

The role is full time and reports to the Regional Senior Technical Officer, Clinical Services, supervising junior staff. The annual basic salary range is TZS 52,000,000 to 65,000,000. Applications, including a letter, CV, certificates and three referees, close on 23 October 2026.
