Procurement Officer
About this role
The Benjamin William Mkapa Foundation (BMF) is seeking a qualified and experienced Procurement Officer to join its executive office team in Tanzania. This role is based within the Procurement Section and reports directly to the Chief Executive Officer. The primary mandate of the Procurement Officer is to oversee all procurement-related activities for the Foundation, ensuring full compliance with BMF's internal procurement policies as well as donor regulations governing the organisation's operations. The position is a full-time appointment and the post holder will be based at the Foundation's office in Tanzania, with no supervisory responsibilities over other staff at the outset.
In this role, the post holder will manage the end-to-end procurement process, including overseeing bid submission periods, responding to vendor inquiries, initiating contract execution with selected vendors and consultants, and notifying unsuccessful applicants with constructive feedback to maintain goodwill among the vendor community. The Procurement Officer will prepare all tendering documents, contract documents, and issue approved contractual instruments, while facilitating the functioning of the Tender Board, serving as its secretary, and implementing board decisions. Maintaining an up-to-date register of all contracts awarded and supporting the review of procurement policies and their compliance across the organisation are additional core responsibilities. The ideal candidate must hold a Bachelor's degree in Materials Management, Logistics, Business Administration, or an equivalent field, accompanied by a relevant professional certification from the Procurement and Supplies Professional and Technicians Board.
A minimum of five years of professional experience in procurement or a closely related field is required. Experience supporting internal and external audit processes, as well as familiarity with donor-funded procurement frameworks, would be advantageous for candidates seeking to distinguish themselves in this competitive process.
