About this role
Educate! is seeking a Policy Design and Learning Specialist to support education system reform and drive impactful program design across East Africa. As the largest youth skills service provider in the region, Educate! focuses on building scalable youth employment solutions through introducing employment-focused school subjects into secondary education and delivering livelihood boot camps for out-of-school youth, with emphasis on marginalized rural girls and young women.
The organisation has impacted over 500,000 youth across Uganda, Rwanda, Kenya, and Tanzania, and is backed by major foundations including Imaginable Futures, Livelihood Impact Fund, Jack Dorsey's #startsmall, CIFF, and Echidna Giving. Educate! won a 2018 Klaus J. Jacobs Prize and a 2015 WISE Award, and has been highlighted by the World Bank's S4YE Impact Portfolio, Al Jazeera, BBC, and The Brookings Institution.
In 2022, it received a catalytic investment from philanthropist Mackenzie Scott to scale its systems change work. The Policy Design and Learning Specialist will lead government workshop co-design and coordination, including developing materials such as strategy documents, workshop agendas, facilitation guides, benchmarking reports, and policy briefs, while also leading retrospective sessions to improve future workshop designs and establishing robust feedback loops. The role involves building and managing structured learning journeys on the LMS, applying instructional design principles to make content accessible and actionable for teachers with varying subject knowledge, and monitoring LMS data to identify gaps and inform improvements in content and platform configuration. The specialist will also develop and maintain curriculum frameworks, policy guidelines, assessment standards, and training curricula aligned with government reforms and program evidence, translating education reform priorities into actionable implementation guidelines for schools and teachers.
A relevant degree in education, policy, or a related field is preferred, alongside proven experience in education programming, curriculum development, and government engagement. Strong communication skills, the ability to navigate complex systems, and a proactive, solutions-oriented approach are essential.
