People Operations Manager
About this role
Educate! is the largest youth employment and skills provider in East Africa, operating across Uganda, Rwanda, Kenya, and Tanzania with a team of over 300 staff and 300 volunteer youth mentors. Founded on the conviction that Africa's young population represents the continent's greatest asset, the organisation works to build scalable solutions that prepare youth to learn, earn, and thrive in today's economy through employment-focused secondary school subjects and livelihood boot camps targeting out-of-school youth, with a particular focus on marginalised rural girls and young women. Since its inception, Educate!
has meaningfully impacted more than 500,000 youth and has been recognised by the World Bank, Brookings Institution, and Gates Foundation as a leading education scaling case study. The People Operations Manager role sits at the intersection of strategic HR leadership and hands-on operational execution in Tanzania. Reporting to the Managing Director and working in close collaboration with the Global People Team and HR Business Partner, this position oversees four interconnected pillars: talent acquisition and employee experience at 30 percent, including recruitment for field and office teams, onboarding and offboarding, culture-building initiatives, and engagement surveys; performance management and capacity building at 30 percent, encompassing performance development plans, quarterly conversations, annual reviews, new manager training, and workforce planning; HR administration at 20 percent, covering payroll processing, statutory contributions and filings, staff benefits management, HR budget tracking, and data integrity in BambooHR; and legal compliance and risk management at 20 percent, ensuring full adherence to Tanzanian labour law, managing visa and work permit processes for international staff, overseeing OSHA registration and workplace safety standards, and maintaining employment contracts and HR policy documentation. The ideal candidate brings at least four years of progressive HR experience with significant time spent managing operations, compliance, and people functions, alongside a solid command of Tanzanian labour law covering payroll, benefits, workplace compliance, and immigration requirements.
