National GBV Program Officer

Global Communities

About this role

Global Communities is recruiting three National GBV Program Officers for the World Bank and Government of Tanzania Community-Based Social Norms Change and GBV Prevention Program under PAMOJA. The Dodoma-based post reports to the Deputy Team Leader and runs 24 months from February 2027 to February 2029, contingent on award and donor approval. The officers will oversee implementation quality across roughly five districts each, visiting District GBV Program Officers and facilitators, reviewing fidelity data and solving problems with Kivulini. They will contribute to the adapted curriculum and facilitators' manual in English and Kiswahili and build district-specific adaptation packages for each rollout wave.

They will co-design and deliver multi-tiered training of trainers and refresher sessions, and maintain the facilitator registry. The role also supports the Ministry of Community Development, Gender, Women and Special Groups in validating the national GBV prevention protocol and scale-up plan, and builds government counterparts' capacity to eventually manage the program independently. They work with the Formative Research and MEL teams so findings inform adaptation and lessons feed into quarterly reports. Candidates must hold a Master's degree in Gender Studies, Sociology or a related field and have implemented at least two comparable projects in the last ten years, covering GBV prevention, social norms change or large-scale gender programming, including World Bank-funded work.

Demonstrated curriculum development or adaptation experience, adult learning or training-of-trainers facilitation, and proven collaboration with Tanzanian government ministries, regional secretariats and Local Government Authorities are required, with fluency in Kiswahili and English. Familiarity with Bandebereho, Program P or similar couples-based models is an advantage. The programme adapts, pilots and scales the Bandebereho couples-based model across 15 councils on Tanzania Mainland through government systems, and the role entails frequent travel to implementation districts. Global Communities applies strict safeguarding standards, and shortlisted candidates undergo background checks and vetting.

Applications go through the Global Communities recruitment portal.
