MEAL Manager II, TaMoLe Hub

CRS is recruiting a MEAL Manager II to provide strategic and operational leadership for Monitoring, Evaluation, Accountability, and Learning activities across its TaMoLe regional hub spanning Tanzania, Mozambique, and Lesotho within the ESARO region. Reporting to the Director of Programming, the post-holder will enable country programmes to design and implement effective monitoring systems, maintain rigorous accountability to beneficiaries and donors, deliver high-quality evaluations, and advance a culture of adaptive learning and evidence-based decision-making. The role combines technical leadership with hands-on management, supporting the full project cycle from design and start-up through implementation, emergency response, and close-out.
The MEAL Manager II will serve as surge capacity during periods of heightened need, functioning as acting or embedded MEAL Manager for specific projects or country offices to ensure continuity and quality implementation when required. Core responsibilities include coaching and developing MEAL staff through individual development plans, coordinating data management systems that support adaptive management, establishing and reviewing feedback and complaint response mechanisms, designing evaluation processes and robust terms of reference, facilitating data-informed learning events, supporting research and dissemination of promising practices, and ensuring integration of innovations and technology in MEAL. The post-holder will contribute to business development by serving as the MEAL technical lead for quality proposals, supporting MEAL budgeting and staffing plans, and identifying opportunities for new funding aligned with regional strategic priorities.
