ICT Specialist

UNDP is seeking an ICT Specialist for a United Nations Volunteers assignment hosted by UNDP in Tanzania, focused on strengthening community resilience and government response capacities through digital technologies. The role centres on designing, deploying, and operationalizing a multipurpose ICT centre at the Tanzania Peacekeeping Training Centre, which will function as a hub for early warning, information aggregation, reporting, and peacebuilding activities. The ICT Specialist will assess existing ICT infrastructure, design and support the installation of networking systems, data management platforms, and communication tools for early warning, while supervising setup and commissioning of all ICT equipment. Beyond infrastructure development, the role involves developing standard operating procedures for equipment use, system management, and data handling, as well as integrating systems with national and local early warning mechanisms where feasible.
A core component of the assignment is capacity building through Training of Trainers programmes, where the incumbent will design and deliver training for TPTC staff and partners on ICT equipment, infrastructure configuration, maintenance, and data reporting tools, while mentoring the National Officer and selected trainers to ensure sustainability. The role also encompasses developing and maintaining interactive dashboards and reports using Power BI, integrating data from SharePoint, Excel, databases, and cloud sources, and supporting workflow automation through Power Apps. The incumbent will work under the direct supervision of the Programme Coordinator – Human Security and collaborate closely with the National Officer, TPTC management, and relevant stakeholders. Candidates must hold a minimum of a bachelor's degree or equivalent and possess at least three years of relevant experience in ICT systems development and deployment, with proven expertise in infrastructure setup, ToT delivery, dashboard development using tools such as Power BI, and experience working with government institutions.
Preferred qualifications include experience in peacebuilding or development contexts and knowledge of Microsoft Azure data services, SQL, and data modelling. The assignment involves developing a preventive maintenance plan for ICT infrastructure and providing recommendations for long-term sustainability and upgrades.
