Education & Early Childhood Development Advisor
About this role
The Education & Early Childhood Development Advisor will lead the design and implementation of inclusive programme strategies that ensure access to quality education for all children, with a specific focus on girls and children with disabilities who remain underserved in Tanzania. Plan International is an independent development and humanitarian organisation that advances children\u2019s rights and equality for girls, operating in over 80 countries for more than 85 years and supporting children from birth through adulthood. The role requires demonstrated experience in delivering high-quality education programmes, applying evidence-based approaches, and aligning with national education priorities. The Advisor will design and roll out inclusive education tools, facilitate capacity strengthening, and build strategic partnerships with internal and external stakeholders to promote equitable learning outcomes and child wellbeing.
S/he will ensure alignment with the refreshed EECD Framework by contributing to standardised programme quality, strengthened programme design, improved measurement and accountability, enhanced learning and adaptation, and stronger resource mobilisation across education and early childhood interventions. Working closely with project leads, government institutions (MoEST, PO-RALG, LGAs), and partners, the Advisor will support integration of inclusion throughout the programme cycle, including building capacity of staff, government officials, and school leaders while ensuring continuous quality improvement. Candidates must hold a Master\u2019s degree in Education or Early Childhood Education with at least 8 years implementing gender-transformative and socially inclusive education programmes. Experience supporting government counterparts to mainstream inclusion, managing 2\u20133 donor-funded programmes, developing grant proposals, and facilitating training on education project design are essential.
Strong written and spoken English and Kiswahili are required. The position is based in Dar es Salaam, Tanzania, reports to the Head of Policy, Strategy & Quality, and is offered full-time at Grade 16. Applications close on 15th July 2026.
