About this role

Plan International Tanzania is seeking two Training Specialists for the anticipated Advancing Gender Equality in Tanzania (PAMOJA) project, a World Bank-IDA financed initiative implemented by the Government of Tanzania through the Prime Minister's Office – Regional Administration and Local Government in collaboration with the Ministry of Community Development, Gender, Women and Special Groups. The project spans 40 district councils across 10 regions in Mainland Tanzania and 8 districts across 4 regions in Zanzibar, with the overarching goal of advancing women's economic empowerment and strengthening gender-based violence prevention and response services. The core of the programme is a capacity-building and Business Development Services initiative designed to equip approximately 7,500 Community Microfinance Groups, predominantly women-led, with governance, financial literacy and business skills through a Train-the-Trainer model. The Training Specialist will lead the design of high-quality, contextually relevant and linguistically accessible training resources for the project.

The post-holder will apply participatory adult-learning methods and Training of Trainers methodology to produce Kiswahili and English manuals, visual aids and toolkits tailored to the varying literacy levels of women's groups in the target districts. Core accountabilities include leading development and updating of the dual-track training curriculum comprising individual enterprise modules and group institutional modules, auditing and adapting existing resources to ensure alignment with national standards, designing the ToT manual and programme for Ministry Staff and District Focal Points, developing visual aids and accessible formats suitable for low-literacy participants and participants with disabilities, and applying a feedback loop between project phases to update materials based on field experience. Essential qualifications include a degree in Education, Instructional Design or Communications, proven track record in developing Kiswahili training manuals and participatory adult-learning tools, expertise in ToT methodology, and proven experience with at least two comparable consultancies using Participatory Adult Learning techniques tailored for rural women's groups.
