Technical Assistance Consultant, Population Evidence
About this role
Palladium is recruiting a Technical Assistance Consultant to pilot the integration of population evidence into subnational planning and budgeting in Tanzania. The post is based in Dar es Salaam on a full time contract and sits within the Women's Integrated Sexual Health (WISH)-Dividend programme, FCDO's flagship sexual and reproductive health and rights investment in Africa. The consultant's core work involves mapping and understanding local government authority planning and budgeting processes, including their key decision points, the actors involved, and the data those processes require. The post holder will identify the practical and behavioural barriers that currently limit the use of population data in planning and budgeting decisions, then design, test, and refine simple, actionable guidance that enables LGA planners to bring demographic evidence into routine planning.
The assignment requires documenting pilot implementation, capturing user feedback and lessons learned, and assessing pilot success criteria such as usability, uptake, feasibility, and prospects for institutionalisation. The consultant will also develop scale-up recommendations for wider adoption by LGAs, working through problem-driven iterative adaptation with a strong emphasis on testing, learning, and adapting. The source posting does not itemise formal academic credentials, a minimum number of years of experience, or a separate list of preferred qualifications. It does make clear that the assignment depends on close familiarity with subnational planning and budgeting, population and demographic data, and demand-led technical assistance delivered alongside government counterparts.
Palladium is a global impact company operating in more than 90 countries with around 4,000 staff, working across health, water, power, and infrastructure. The WISH Policy and Systems component is delivered by Palladium with consortium partners PRB, EngenderHealth, and BBC Media Action, and it works closely with FCDO Posts to agree government-aligned technical assistance priorities. Compensation is not disclosed in the posting, and no travel or reporting line is specified. Applications should be submitted through Palladium's recruitment portal by 21 October 2026.
