Senior Technical Advisor, Health Systems Strengthening

FHI 360 is seeking a Senior Technical Advisor (STA) for Health Systems Strengthening and Demand Planning to provide technical and operational leadership for supply chain activities across Tanzania. The role focuses on strengthening national demand planning, forecasting, and supply planning systems for HIV/AIDS, TB, MNCH, NTDs, and essential medicines. The STA oversees technical staff and project implementation, ensuring alignment with work plans, budgets, and donor requirements, while leading the development of supply chain best practices and collaborating with the Ministry of Health and other stakeholders to build sustainable institutional capacity. The STA is recognised as a subject matter expert and trusted advisor, working under broad direction with considerable latitude for independent action to address complex challenges within supply chain specialisation.

Core responsibilities include leading national demand creation, forecasting, and supply planning activities within given budgets, overseeing annual work planning and budgeting processes, and providing technical support to the Ministry of Health, Pharmaceutical Services Unit, Medical Stores Department, NASHCoP, National Malaria Control Program, and Reproductive and Child Health programs. The role involves mentoring government counterparts in pipeline analysis and supply level monitoring, coordinating with technical and programmatic staff to ensure activities meet award requirements, developing strategies and tools for supply chain component design, and representing the project at professional meetings and conferences. The STA also contributes to business development efforts, providing technical inputs to proposals and donor reports while maintaining relationships with donors, government agencies, NGOs, and partners. The position requires a bachelor's degree in pharmacy, supply chain management, logistics, or a related field, along with fourteen years of progressively responsible professional experience in public health supply chain management, demand planning, quantification, forecasting, or commodity security.

Demonstrated experience leading national quantifications for malaria, HIV/AIDS, tuberculosis, and maternal, newborn and child health is required. A master's degree or international equivalent in Public Health, Pharmacy, Laboratory sciences, or supply chain management is preferred.
