Regional Technical Officer, HTS and Prevention

FHI 360 is recruiting a Regional Technical Officer for HIV Testing Services and Prevention, based in Njombe, Tanzania, to support the EpiC project. The position provides technical leadership for HIV prevention and testing interventions across supported regions, working in Police and Prisons settings and public health facilities. The post-holder supports planning, implementation and monitoring of HIV prevention and testing services, contributes to the design of demand creation, HIV self-testing, social network strategy and pre-exposure prophylaxis interventions, and strengthens facility capacity to identify unreached HIV-positive clients, including children and men. They ensure provider-initiated testing and counselling is offered at all service points, including inpatient, outpatient, MNCH, TB, STI and NCD clinics.

The officer leads high-yield HTS and linkage case management strategies, supports sites to reach the first 95 targets through weekly performance reviews, and ensures quality assurance for HIV testing is conducted and documented. Duties also include integrating non-communicable disease screening for hypertension and diabetes into HIV, MNCH and differentiated service delivery, and supporting routine monitoring, data quality assessments and referrals to ART, PrEP and NCD care. Applicants must hold a degree in medicine or nursing or a related field with relevant national registration, plus at least four years of experience in HIV prevention, HTS, public health or related programmes. Experience with HIVST, SNS and PrEP programming, work with the Ministry of Health and USG-funded projects, mentorship and quality improvement is required, and a master's degree in public health is an added advantage.

The role reports to the Regional Senior Technical Officer, Clinical Services, and supervises junior staff. It is a full-time post. FHI 360 offers a competitive compensation package with an annual basic salary range of TZS 52,000,000 to 65,000,000.
