Regional Technical Officer, HTS and Prevention

FHI 360 is seeking a Regional Technical Officer for HIV Testing Services and HIV prevention, a full time position based in Mtwara, Tanzania, within the EpiC project. The post-holder provides technical leadership for HIV prevention and testing interventions in the region, working with the Ministry of Health, regional health management teams, health facilities, and civil society partners. Day to day, the officer supports technical planning, implementation, and monitoring of HIV prevention and testing services across supported regions. This includes demand creation, provider-initiated testing and counselling at all service points, HIV self-testing, social network strategy approaches, and PrEP initiation and continuation in line with national guidelines.

The role strengthens facility capacity to reach undiagnosed clients, particularly children and men, and to ensure timely linkage to care and treatment. The officer also supports integrating non-communicable disease screening and basic management of hypertension and diabetes into HIV and maternal, newborn and child health services, and leads routine data review, quality assurance, and site-level assessments to inform continuous improvement. Candidates must hold a degree in medicine or nursing, or a related field with relevant national registration, and have at least four years of experience in HIV prevention, HIV testing services, or related public health programmes. Demonstrated experience implementing HTS, HIVST, SNS, and PrEP interventions is required, along with proven capacity building, mentorship, and supportive supervision skills, strong data analysis and performance monitoring ability, and knowledge of Tanzanian Ministry of Health, PEPFAR, and donor reporting requirements.

Experience with US government funded projects is expected. A master's degree in public health is an added advantage. The officer mentors junior staff and reports to the Regional Senior Technical Officer for Clinical Services, working largely in a typical office environment with some field travel. FHI 360 offers a competitive package, with an expected annual basic salary of TZS 52,000,000 to 65,000,000.
