Regional Technical Officer, HTS and Prevention

FHI 360 is recruiting a Regional Technical Officer for HIV Prevention and HIV Testing Services, based in Lindi, Tanzania, under the EpiC project. The post-holder provides technical leadership for HIV testing services, HIV self-testing, Social Network Strategy, pre-exposure prophylaxis, demand creation, and integration of non-communicable disease screening into HIV and broader public health platforms. Responsibilities include supporting technical planning, implementation, and monitoring of HIV prevention and testing services across supported regions, strengthening facility capacity to identify unreached HIV-positive clients such as children and men and link them promptly to care, and ensuring provider-initiated testing and counselling is offered at all service points. The officer supports regional and council health management teams with planning and evaluation, conducts weekly performance reviews toward the first 95 target, oversees internal and external quality assurance for HIV testing, and promotes NCD screening and basic management of hypertension and diabetes.

The role also strengthens data collection, data quality assessment, and use of data for continuous improvement. Candidates must hold a degree in medicine or nursing or a related field with national registration and at least four years of experience in HIV prevention, HIV testing services, or public health programmes. Demonstrated experience with HTS, HIVST, SNS, and PrEP programming, work with the Ministry of Health and USG-funded projects, technical assistance, mentorship, and supportive supervision of healthcare workers is required. A master's degree in public health is an added advantage.

The officer reports to the Regional Senior Technical Officer for Clinical Services and mentors junior staff. This is a full-time post based in Lindi, working through the EpiC project with the Ministry of Health and civil society partners. The expected annual basic salary is TZS 52,000,000 to 65,000,000, with a competitive benefits package.
