About this role

Benjamin William Mkapa Foundation (BMF) is seeking a Program Officer for Health Workforce to support implementation, coordination, monitoring, and reporting of health workforce strengthening interventions across Tanzania's Lake Zone. Based in Mwanza, this full-time role serves as a regional focal point for BMF's health workforce portfolio, working closely with Regional Secretariats, Local Government Authorities, health facilities, and implementing partners under the supervision of the Program Manager for Health Workforce. The position primarily supports health workforce initiatives funded by the Beginning Fund, with a focus on improving the availability, competence, and performance of frontline health workers delivering primary healthcare and maternal, newborn, and child health (MNCH) services. Core responsibilities include supporting planning and implementation of workforce interventions aligned with approved workplans and budgets, coordinating day-to-day activities with government counterparts and partners, monitoring implementation progress, identifying risks, and preparing field updates and activity reports.

The officer also supports training, mentorship, coaching, supportive supervision, and leadership development activities, conducts follow-up visits to assess skills application, and assists in organising workshops, review meetings, and learning events. Additional duties encompass supporting data collection, verification, and analysis in collaboration with the MERL team, documenting lessons learned and success stories, maintaining relationships with Regional and Council Health Management Teams and training institutions, and ensuring compliance with donor requirements, government regulations, and organisational policies. Candidates must hold a Bachelor's degree in Health Sciences, Public Health, Nursing, Health Administration, Social Sciences, or a related field, with a Master's degree as an added advantage, and a minimum of five years' experience in health workforce, health systems strengthening, public health, MNCH, or donor-funded health programs. Strong analytical, organisational, communication, and report-writing skills, proficiency in Microsoft Office, and a good understanding of Tanzania's decentralised health system are essential.

Mkapa Foundation operates across Tanzania with a strong regional presence, and this role is based in Mwanza with regular travel across the Lake Zone. Applications close on 21 July 2026.
