About this role

UNICEF Tanzania is seeking a national consultant to develop the National Multi-Sectoral Adolescent Health and Well-being Programme covering the period 2026/27 to 2030/31. The programme will be developed through five structured phases: inception and planning, a national stakeholder consultation process, programme development, technical review, and a validation workshop. The consultant will lead and manage all phases of the assignment, including facilitating multi-sectoral consultations with government ministries, development partners, civil society organisations, young people, and communities. Core responsibilities include guiding and managing the consultation process, building consensus among diverse stakeholders, developing the programme document, preparing technical content, and producing all required reports and workshop materials.

The minimum requirements include an advanced university degree at Master's level or above in Public Health, Public Policy, Development Studies, Social Sciences, Education, Health Systems, or a closely related discipline, combined with at least 15 years of professional experience. Fluency in both English and Kiswahili is required. Competency in adolescent development programming, strategic planning, results-based management, theory of change development, monitoring and evaluation, and policy analysis is essential. The consultant must demonstrate experience in national policy and programme development, have a track record of leading multi-sectoral consultations, and possess strong facilitation, analytical, and report writing skills.

Prior experience working with the Government of Tanzania and UN agencies is a key requirement. UNICEF has been present in Tanzania since 1952 and operates across all regions of the country. The consultancy is office-based in Tanzania for a duration of five months.
