Programme Specialist, Population Dynamics & Policy

UNFPA is recruiting a full-time National Officer (NOC) Programme Specialist in Population Dynamics and Policy for its Tanzania country office in Dodoma. Working under the UNFPA Representative and Deputy Representative, the specialist will lead population dynamics and demographic intelligence interventions across mainland Tanzania and Zanzibar, bridging data, policy, and programming for evidence-based national development. The post holder will lead policy dialogue with government, UN agencies, parliament, academia, think tanks, and civil society so that population trends inform national development plans, sectoral policies, and macroeconomic frameworks. They will also strengthen population data systems, including census, CRVS, HMIS, GBV information management, common operational datasets, and integrated platforms, and will lead population projections, demographic modelling, foresight, and SDG monitoring.

Programme management duties include planning, budgets, reporting, results-based management, quality assurance, and supervision of the Population Dynamics Team. The specialist will also build national analytical capacity, promote South-South cooperation, contribute to UN technical working groups, and support resource mobilization and proposal development. Candidates need an advanced degree in population studies, demography, economics, public policy, statistics, development studies, or a related social science, and at least five years of experience in population dynamics, demographic analysis, policy development, and data systems. Strong data interpretation, research methods, policy analysis, drafting, and partnership skills and fluency in English are required.

Kiswahili or other UN languages, prior UN system experience, and field experience are assets. UNFPA is the United Nations agency for sexual and reproductive health, working to end preventable maternal deaths, unmet need for family planning, and gender-based violence and harmful practices. Its 2026-2029 strategic plan, together with Tanzania's National Development Plan, Vision 2050, and the United Nations Sustainable Development Cooperation Framework, provides the programme context. The full-time NOC post is in Dodoma, with remuneration including competitive net salary, cost-of-living adjustment, rental subsidy, education grant, home leave, health insurance, and other benefits.
