Gender & Inclusion
Consultant, WPS Baseline & Capacity Assessment
About this role
UN Women, the UN entity for gender equality, is seeking a national consultant to conduct an integrated baseline profiling and capacity needs assessment for Tanzania's first National Action Plan on Women, Peace and Security across eight priority regions. The assignment will document the WPS landscape, institutional readiness, community structures, gender-responsive systems, and coordination mechanisms, and will produce actionable recommendations and a capacity-strengthening plan. The consultant will review the TNAP-WPS, its one-year implementation plan, local government plans, gender policies, and training curricula. The work includes mapping WPS actors, networks, peace committees, security organs, humanitarian actors, and community structures, and setting baseline indicators aligned with the TNAP-WPS results framework.
The consultant will assess institutional capacities, gender desks, peace clubs, women's networks, religious and traditional leaders, and border management structures. Stakeholder consultations will use key informant interviews, focus group discussions, and consultations with regional commissioners, local authorities, security organs, community leaders, women's rights organizations, and humanitarian actors. The consultant will analyze gaps in gender mainstreaming, conflict prevention, SGBV response, peacebuilding, and WPS coordination and develop training modules and institutional strengthening measures. Required qualifications include an advanced degree in gender studies, peace and security, international development, political science, or a related field, with a master's preferred.
Candidates need at least five years of experience in gender, peacebuilding, security reform, or humanitarian programming, proven capacity assessment or WPS research experience, strong understanding of Tanzania's governance and gender equality landscape, experience with security organs, local government, CSOs, and women's networks, and excellent English writing. Fluency in English and Kiswahili is mandatory. The consultant reports to the Programme Manager, supported by a Programme Analyst and overseen by the WPS National Technical Committee and relevant ministries. Travel to the eight priority regions may be required, subject to UN Women approval.
The assignment is full time; no compensation details are stated. Applications close on 6 November 2026.
