Midwifery Investment Case Development Consultant

UNFPA, the United Nations Population Fund, is seeking a qualified local consultant to develop a comprehensive Midwifery Investment Case for Tanzania. This consultancy will support the Ministry of Health in generating evidence-based strategic recommendations to strengthen midwifery services and improve maternal and neonatal health outcomes across the country. The consultant will operate under the direct supervision of the UNFPA Assistant Representative and will be responsible for designing research methodologies, analyzing health workforce data, and modeling the economic impact of investing in midwifery-led care. Key deliverables include a country-specific investment case document, stakeholder engagement workshops, and advocacy materials tailored for policymakers and development partners.
The consultant will generate rigorous evidence supporting institutionalization of midwifery models of care, develop actionable recommendations for quality-assured maternal health commodities and innovative financing mechanisms, and conduct impact modeling to project outcomes including maternal and neonatal lives saved, workforce analysis, financing requirements, and potential economic and social returns under different scale-up scenarios. The consultant will also develop and tailor advocacy messages and materials for strategic communication to diverse policy and decision-maker audiences, translating socio-economic evidence into actionable insights. Candidates should possess a Masters degree in public health, health economics, or a related social science field with demonstrated expertise in health economics, investment case development, and maternal and newborn health programming in sub-Saharan Africa. Strong analytical skills, proven stakeholder engagement abilities, and experience developing advocacy materials are essential.
