Head of Business Development

About this role

Plan International is recruiting a Head of Business Development to lead the resource mobilisation function of its Tanzania country office, based in Dar es Salaam. The post-holder will transform income generation, moving beyond conventional fundraising to secure diversified, sustainable funding aligned with the Country Strategy. Plan International is an independent development and humanitarian organisation that advances children's rights and equality for girls across more than 80 countries. Core responsibilities span five broad areas.

The Head of Business Development will design a forward-looking resource mobilisation strategy, drive funding diversification across institutional donors, multilateral agencies, foundations, philanthropies and private sector partners, lead donor intelligence and market analysis, and maintain a robust funding pipeline. The role also involves positioning Plan International Tanzania as a partner of choice in gender equality and girls' rights, building consortiums and managing high-value donor relationships. The post-holder will lead competitive proposal development, concept notes and expressions of interest, coordinating cross-functional teams and overseeing budgets for donor compliance. In addition, the role covers grant management and compliance, cost recovery, innovative financing such as blended and results-based finance, climate finance, localisation and partnership due diligence, and safeguarding across the funding lifecycle.

Applicants must have significant experience leading resource mobilisation or business development, with a proven record of securing large-scale funding from institutional donors, multilateral agencies, foundations and private sector partners. Strong experience of complex proposal development, competitive bidding, strategic partnership building and stakeholder influence is required, along with knowledge of donor trends and climate financing. Candidates should bring experience managing complex portfolios, leading teams within matrix structures, and strong financial and commercial acumen covering budgeting, forecasting and risk management. The post is full time and based in Dar es Salaam with external representation duties.
