Plan International is recruiting two Financial Literacy and Cooperative Specialists for the Advancing Gender Equality in Tanzania (PAMOJA) project, a World Bank-IDA financed initiative implemented by the Government of Tanzania through the Prime Minister's Office - Regional Administration and Local Government in collaboration with the Ministry of Community Development, Gender, Women and Special Groups. The PAMOJA project operates across 40 district councils on Mainland Tanzania and 8 districts in Zanzibar, targeting approximately 7,500 Community Microfinance Groups with a capacity-building and Business Development Services programme aimed at advancing women's economic empowerment and strengthening GBV prevention and response services. The Financial Literacy and Cooperative Specialist will strengthen the financial capability and institutional foundations of women's groups under this project, training rural groups in savings and lending models, bookkeeping, and cooperative formation while translating complex financial concepts into accessible content for low-literacy audiences. Key accountabilities include leading the design and delivery of financial literacy content within the dual-track training curriculum, advising women's groups on the legal process of forming and formalising cooperatives in Zanzibar or Mainland, developing financial readiness and investment assessment content linking group financing to climate-aware and viable business models, contributing content to the Train-the-Trainer manual, providing mentorship and coaching support during supervision, and linking groups to traditional and non-traditional financial institutions for accessing finance.

The essential requirements are a degree in Finance, Accounting, or Cooperative Management combined with a minimum of five years' experience training rural groups on VICOBA or VSLA models, bookkeeping, and the legal process of forming cooperatives in Tanzania or Zanzibar. Proven experience with at least two comparable consultancies focused on providing financial literacy to cooperatives and economic groups is also essential, along with demonstrated expertise in translating complex financial concepts for low-literacy audiences and experience working in Zanzibar. Preference will be given to candidates with familiarity with cooperative development frameworks specific to Zanzibar, working proficiency in Kiswahili, strong English writing and presentation skills, and familiarity with
