Women's Economic Empowerment & Gender Specialist

Plan International is recruiting two Women's Economic Empowerment and Gender Specialists for its Tanzania country office to support the Advancing Gender Equality in Tanzania (PAMOJA) programme, a World Bank-IDA financed initiative implemented by the Government of Tanzania through the Prime Minister's Office - Regional Administration and Local Government in partnership with the Ministry of Community Development, Gender, Women and Special Groups. PAMOJA spans 40 district councils across 10 mainland regions and 8 districts across 4 Zanzibar regions, targeting approximately 7,500 Community Microfinance Groups with a capacity-building and Business Development Services programme designed to strengthen women's economic agency and build climate-informed livelihoods. The role purpose is to ensure gender-transformative principles are embedded across all programme deliverables from market and training needs assessments to curriculum design, Train-the-Trainer delivery and mentorship. Accountabilities include leading the integration of gender-transformative approaches across all assessments and curricula, ensuring recommended business models account for women's safety, household responsibilities and retained decision-making power, and advising on safe integration of GBV prevention and response considerations within economic empowerment activities.

The post-holder will contribute gender analysis to market and value chain assessments, support the design of group institutional modules on governance, leadership and collective financial management, strengthen gender-responsive systems for safeguarding, PSEA, human rights due diligence and community protection aligned with global performance standards, and support Gender Responsive Budgeting from ward to regional level. Essential qualifications include a Bachelor's degree in Gender Studies, Sociology, Development Studies or Social Work, a minimum of five years' experience in gender-transformative approaches and GBV integration in economic projects, and successful completion of at least two similar assignments in the past three years. Candidates must demonstrate deep understanding of socio-cultural barriers facing women in Zanzibar, experience working with CMGs, VSLAs and VAWC structures, and experience with World Bank or comparable international donor-funded programmes.
