Based in Dar es Salaam, the specialist works under the overall guidance of the FAO Representative, direct supervision of the Assistant FAO Representative for Programme, and technical supervision of the Lead Technical Officer. The assignment combines analysis, stakeholder consultation, and facilitation. The specialist will organize the inception workshop and prepare an inception report and validated workplan.

They will review CPF documentation and relevant national and UN frameworks, produce a stakeholder consultation report with preliminary findings, and facilitate consultations with diverse partners. The role requires analytical inputs assessing the relevance, coherence, and alignment of the current CPF, plus a validated strategic review report. The incumbent will also draft analytical briefs on strategic options, priority areas, and an indicative results framework for the new CPF, and perform other duties assigned by the supervisor. They need five years of relevant experience with international or regional organizations, government, and national institutions in programme evaluation, strategic planning, development cooperation, agricultural policies, or related work. Other technical skills cover project and programme development, analysis, coordination, and implementation; experience in international, regional, or national organizations; workshop facilitation and consultation; and managing programmes in natural resources, climate change, and environment. FAO's CPF 2022-2027/8 has been extended to 2028 to align with the UNSDCF, and the next framework will reflect Tanzania's Vision 2025 and Vision 2050.

The contract is Dar es Salaam-based. Applications close on 6 November 2026.
