External Consultant, Grassroots Grant Cooperation

The Embassy of Japan in Tanzania is seeking a motivated individual to serve as an external consultant (locally-based Japanese consultant) supporting the Grassroots Grant Cooperation programme, a flagship grant assistance scheme under Japan\/s Official Development Assistance framework that provides small-scale grant funding to non-governmental organisations, community groups, and local government entities in developing countries. The appointed consultant will work under a commission contract with the embassy, performing the following core duties: conducting pre-project surveys and preparing screening materials for grant applications, assessing the现状 and challenges of target communities, reviewing implementing organisations\/ capacity, and evaluating project feasibility. The consultant will also monitor ongoing and completed projects through regular contact with implementing bodies, compile monitoring reports, and assist with the preparation and logistics of signing ceremonies and project handover events. Additional responsibilities include preparing various reports and maintaining liaison with partner organisations via letter, email, telephone, and in-person meetings.

Required qualifications include a bachelor\/s degree or higher, strong English proficiency sufficient to coordinate with counterpart agencies, draft required documents, and conduct negotiations, and basic computer literacy in Word, Excel, and PowerPoint. Familiarity with development cooperation concepts and prior experience in similar roles are desirable, and Swahili language ability would be an advantage. Candidates must be in good physical and mental health, as the role involves travel to project sites in remote areas of Tanzania and managing a portfolio of concurrent projects. The Embassy of Japan in Tanzania represents the Japanese government in bilateral political, economic, cultural, and development cooperation relations with Tanzania, operating across sectors including poverty reduction, agriculture, health, education, and water resources.

This consultancy role supports the Grassroots Grant Cooperation programme managed by the Economic and Development Cooperation Section at the Embassy. The appointment period runs from 2 November 2026 through 31 March 2027, with the duty station at the Embassy in Dar es Salaam. Working hours are aligned with embassy operations, and fieldwork travel throughout Tanzania may be required.
