Global Communities is seeking a Monitoring, Evaluation, and Learning (MEL) Lead for the anticipated World Bank and Government of Tanzania Evidence-Based Parenting Models Addressing Gender-Based Violence (Bandebereho/Program P) project, which forms part of the larger Project for Advancing Gender Equality in Tanzania (PAMOJA). The PAMOJA programme comprises four components focused on economic opportunities for women, GBV prevention and response, innovations and partnerships, and project management. The objective of this 24-month assignment is to design, adapt, pilot, validate, and support the national rollout of a community-based social norms change and GBV prevention programme based on the Bandebereho model, a couples-based intervention successfully implemented in Rwanda. The assignment begins with intensive piloting in 2 districts before scaling progressively to 15 councils across Mainland Tanzania.
The MEL Lead's role is primarily advisory and supportive, providing technical guidance on key data points to establish rigorous MEL approaches and ensuring integration into the PAMOJA Management Information System. The MEL Lead will also lead baseline and endline survey activities in pilot district councils, embed an MEL module into the Training of Trainers curriculum so that district council-level staff can sustain data collection beyond the assignment, and coordinate closely with Formative Research, Programs, and Training of Trainers strands. Required qualifications include a Bachelor's degree in M&E, Economics, Statistics, or a related Social Science field with a minimum of 5 years of experience designing and operating MEL systems for attitude change programmes. Candidates must have undertaken at least two similar projects within the last 8 years, demonstrate familiarity with project MIS architecture and DHS-aligned survey methodology, and possess expertise in quantitative and qualitative methods, statistical software, and data visualisation platforms such as CommCare or Power BI.
Experience working in Tanzania or Sub-Saharan Africa and proficiency in English writing and presentation skills are required. Experience with the World Bank or other international donors is a plus.
